If a student has one phoneme that he/she can't produce (ex. has a lisp and substitutes th for s.) However, it doesn't have a negative impact on the student's academic or social performance. Does that student need to be put in MTSS since he/she would not meet eligibility?

I think this is tricky and depends on your school district. Personally, I believe that articulation students (even if it is just one sound) are at risk for language and reading disorders. It is all connected!
Also, articulation will/can affect a child's social development and later when they want to get a job etc...
If MTSS meets needs, I would start there!
